The position provides strategic leadership by charting the strategic direction and implementing transformational Human Resource practices to meet its long-term goals. He/She is responsible for developing and executing human resource strategies, specifically in the areas of succession planning, talent management, change management, organizational and performance management and compensation, beyond the routine Human Resource functions.
Key Responsibilities
1. Provide strategic inputs and counsel at Senior Management level to support the organization’s long-term goals and vision.
  • Spearhead and lead the organization’s People Strategies through identifying, developing and driving key People Initiatives such as leadership development, talent management, performance management and change management.
  • Serve as a thought leader/partner and provide advice and counsel to Senior Management, Heads of Departments and District Heads on critical HR issues with regards to leadership, coaching, employee relations, talent acquisition, engagement, culture, compensation, organizational design and change, support business objectives and generate insightful, innovative thinking and problem solving.
  • Champion desired culture and organizational values with senior leaders and stakeholders, and help build a high performing culture of success, accountability, transparency and collaboration.
  • Assist CEO in leading in organizational wide initiatives that support the mission/vision of the organizations, and impact the work environment/condition and welfare of the 10,000+ staff.
  • Lead in the strategic planning of the next 5-year roadmap.
2. Provide overall leadership and direct guidance to the entire Human Resource functions to support the achievement of the overall business and operational objectives.
  • Develop and implement comprehensive strategic attraction and retention plans to meet the human capital needs of the business operations.
  • Develop and implement comprehensive compensation and benefits plans that are competitive and rewarding.
  • Develop and implement comprehensive approaches to employee wellbeing and culture by refining / creating positive employee experiences, engagement and development through active HR involvement.
  • Proactively manage HR metrics to measure success of people functions, resource allocation and maintain a competitive approach to recruiting and assimilating high-potential talent throughout the organization.
  • Lead HR transformation programmes to improve the workforce, HR technology and operational excellence.
  • Oversee the development of talents in the organisation to ensure high workforce performance, leadership succession and business continuity.
  • Review impact of HR policies and programmes on workforce performance taking into consideration priorities, risks, costs and benefits to the organization.
  • Identify emerging trends and HR best practices, within and beyond the early childhood and senior care landscape, and establish benchmarks to influence business strategies and people agenda.
  • Engage external stakeholders and regulators with a view to shape policies and influence long term direction.
  • Oversee the effective and efficient operation of Payroll function for 10,000+ staff.
  • Provide Secretariat support to Remuneration Committee to ensure fair and competitive remuneration for all staff.
  • Propose pay philosophy, incentives framework and policies for Committee’s approval and onward submission to Council.
  • Provide advisory on all HR matters to enable the Committee to make an informed decision on personnel issues.
Key requirement
  • At least 15 years of full spectrum HR leadership in public sector.
